Ghost in the Shell: Arise - Border 1: Ghost Pain

The story unfolds in 2027, a year post the fourth non-nuclear war in New Port City. Amidst the chaos, a self-propelled mine causes a bombing and a military member involved in arms deals is murdered. As investigations begin, Daisuke Aramaki of Public Security Section encounters cyborg hacker Motoko Kusanagi, tied to the military's 501st Secret Unit. Suspicions arise, particularly from Batou, as other cases like a prostitute's murder are also being pursued by Niihama Prefectural Police detective Togusa, while Motoko is under surveillance by head Kurutsu and cyborg agents.
